Senators present: Barnes, Bauer, Chenault, Covert, Ersland, Fulcher, Irons, Scott, Sonnen, Tatham, Torrence and Warnick.
Present by Proxy: Glenn, Hartwig and Whited.
Territorial Representatives present: Abels, Buck, Burgner, Coop, Davidson, Dorian, Lytle, Farmer, Owens and Spanton.
Present by Proxy: Abel, Beechler, Howery, Jacobson, Munger and Smith.
Not present: Davis
Marshal Scott asked if the new posse The Double M Cowboys should be approved. It was so voted.

Minutes of the previous Congress
2009 minutes were approved as corrected.
Banker’s report was made by Banker John Irons was reviewed and pronounced sound by financial reviewers: Jeff Bailey, David Birk, and John Hoker
Motion to accept the bankers report was made by Tatham and seconded by Fulcher. Motion carried.

Election of officers:
Marshal Dave Scott nominated by Dorian and was Abels moved that nominations be closed, Warnick, second. re-elected.
Deputy Marshal Mike Tatham nominated by Covert. Second by Buck, re-elected
Secretary Pete Ersland nominated by Warnick. Bob Chenault nominated by Fulcher. Ersland 16. Chenault 11. Ersland re-elected.
Banker John Irons nominated by Covert, second Owens. Nominations closed. Irons re-elected
Judge John Torrence nominated by Dorian. Bob Whited nominated by Proctor. Paper Ballot. Torrence 17, Whited 10. Torrence re-elected.
Senate Delegate John Covert and Bob Chenault were nominated but Chenault withdrew. Covert elected.
Representative Delegate Steve Coop was nominated and re-elected
Old Business:
The 2010 National Shoot will be again held at Evansville Indiana. Dates: June 2nd through the 5th.
New Business:
The question was raised that since the agenda hadn’t been sent to the congress in the allotted amount of time that it was not a legal agenda. Marshal Scott said that with the approval of the members present the congress could proceed. Abels moved that we proceed and Warnick seconded the motion.
A roll call vote was taken:
Ayes: Abels, Barnes, Bauer, Beechler, Coop, Covert, Davidson, Dorian, Ersland, Fulcher, Howery, Irons, Lytle, Munger, Scott, Sonnen, Spanton, Tatham, Torrence, Warnick Whited, Bucks, Burgner.
Nays: Chenault, Glenn, Hartwig, Farmer, Owens, Smith.
Abstain: Abel, Jacobson.
Motion carried.
Proposal to amend Bylaw 1-1 by adding the following:

1-1. Any responsible person, 18 years of age or over, may become a full member of this organization after application and payment of the usual initiation fee and/or dues. Membership shall not be denied because of sex, age, religion, race, national origin or physical handicap.
NCOWS truly represents the period which it embraces. We recognize that this was a time when a man's word was his bond. It is our philosophy that the honor system is much preferable to micro-managing and over-legislation whenever possible. When an individual professes the desire to join our organization and participate in NCOWS events, local clubs typically work with new members, help them get their kit together and typically allow up to a year at the local or “posse” level to achieve “Level 1” authenticity as described by Marlan Ingram’s “Three Levels of Authenticity” attached elsewhere in these bylaws. Participation at Regional or National events requires full adherence to NCOWS standards and bylaws regardless of membership duration.
Greg Sonnen Made the Motion, Dorian Second. Opened for discussion. Bryon Buck made a motion to amend. Len Abels Second. Abels called the motion but then withdrew that.
Bryan Bucks moved that the motion be amended to read:
