Minutes of the 25th NCOWS Territorial Congress February 17th 2006 Mid-America Center, Council Bluffs, Iowa
Marshal Thorpe called the meeting to order, Friday, February17th, 6:40 PM.
Present: Territorial Senators Jim Boeke, Rob Brannon, Chad Carpenter, John Covert, George Glenn, Duane Hartwig, John Irons, Cindy Rollins, Dave Scott, Tracy Thorpe, John Torrence, George Warnick, Dave Williams, and Herb Gindulis. Territorial Representatives: Dennis Alvested, Jack Bursovsky, Robert Chenault, Steve Coop, Danny Ellison, Pete Ersland, Norm Rollins, Thomas Spanton, Mike Tatham, Karen Weber. Present by Proxy: Territorial Senators, None, Territorial Representatives, Rob Fulcher, (Crab Orchard Cowboys) proxied by Robert Chenault and Ray Garnatz (Western Iowa Border Agents) proxied by Glen Burley. Editor George Warnick discussed the shoot schedule of The Nebraska Territorial Rangers . Norm Rollins stated that NCOWS needs to get their tax exemption - Federal income tax filing situation looked at by a Tax Attorney. Motion made and seconded (J Bursovsky/ P. Ersland) to have Banker John Irons get a tax attorney to look into the situation. Motion amended by T. Thorpe seconded by C Carpenter to go a head and have Tax Attorney do what ever is necessary to get NCOWS up to date on the tax situation ,after the E-committee has looked over the finding by said such Tax Attorney. Amendment: Passed unanimously. Motion: Passed unanimously
Herb Gindulis reported that there would be a $400 To $500 dollar increase to obtain the Mid -America Center next year. He also stated that NCOWS would have to let them know shortly. More volunteers are needed to make next year’s convention happen.

Large/medium frame,4” or less (as in Colt storekeeper, Sheriffs’model and Colt Lightning) .38caliber through .45caliber. Or a revolver cut down and or modified to be carried specifically as a concealable pocket pistol (such as the documented 1860 Colt snub nosed 2” barrel .44Army). 3. Item No. 7 Motion to amend By-law 2-1-d to read (The Banker shall function as the Treasurer and shall maintain a ledger of expenses and income along with any bank statements, receipts, bills, etc. to support said ledger. He or she shall have charge of all National Congress of Old West Shootists’ funds. He or she shall disburse funds to maintain the day to day operation of the organization. He or she shall disburse funds at the direction of the Executive Committee for expenses beyond day to day operating expenses. He or she shall present a detailed treasurer’s report to the Congress for the previous calendar year at the first Territorial Congress meeting of each year. Summary Treasurer’s reports shall be made incrementally from the last detailed report to the Executive Committee at each Executive Committee Meeting throughout the year. Item No.8 Motion to amend By-law3-6a to read : Conduct the financial policies of the National Congress of Old West Shootists. An independent review of the previous years Banker’s report shall be made each year by a committee of three(3)NCOWS members appointed by the Marshal. The Banker shall provide any and all records requested by the committee. (Irons/Chenault) Motion Passed Unanimously
Item No. 9: Motion to amend By-law 1-4-e “Honorary Member May be bestowed upon a worthy former member or other deserving individual by the membership-- full membership rights except the right to vote or to hold office. Item No.11: Amend By-law 1-3 by adding : “Posses may be reimbursed up to one hundred dollars($100.00) per year for their advertising of NCOWS Posse events. This reimbursement can be for media ads or for table rental at gun shows where the Posse promotes NCOWS. Receipts for such paid advertising can be submitted to the NCOWS Banker.(Brannon/ Thorpe) Motion Passed Unanimously Item No.12: Motion to amend By-law 9-2 beginning …. A fund shall be set up to provide monies to be issued to the individual Posse Bankers for the express purpose of obtaining liability insurance coverage for NCOWS-sanctioned Posse events…”by adding”…for the first two years.
