Minutes of the 29th NCOWS Territorial Congress July, 28, 29th,2007 McGregor, Iowa
Marshal Scott called the meeting to order 9:00 a.m. Saturday, July 28, 2007

It was moved and seconded(Glenn, Hartwig) to approve the Minutes of the 28th NCOWS Territorial Congress. Motion carries unanimously.
Banker’s Report: Banker John Irons gave financial reports on the 2007 NCOWS National Convention, the 2007 NCOWS National Shoot, and a 2007 year to date report summary. Banker Irons also informed the Congress that the IRS penalty situation has been resolved and that all penalties that NCOWS could have incurred have been waived. NCOWS is now current with the IRS.It was moved and seconded(Williams, Hartwig) to approve the Banker’s reports as submitted. Motion carries unanimously.
Other Officer’s Reports:
Editor George Warnick gave a brief report on the status of the “Shootist” magazine. He stated that a new printer from Indiana has been hired to put out the magazine. Copies of the July/August issue from the new printer were distributed to the Congress.
Marshal Dave Scott gave a report on why the new computers and software that NCOWS recently purchased, was necessary.
Secretary Jack Bursovsky reported the current membership numbers as 888 members as of July 26, 2007. Bursovsky also reported that NCOWS lost two Posses, The Defiance Justice Society, from Ohio, and Palmer Creek Vigilance Committee from Iowa. NCOWS also has picked up three new Posses. These Posses are The Covered Bridge Shootist Inc, from Alabama, The Scarlet Mask Vigilance Society, from Indiana, and The Lonesome Pine Pistoleros, from Kentucky.
Safety Committee Reports: Marshal Dave Scott read a report by Marlin Ingram, head of main match Safety Committee. It was moved and seconded (Irons, Coop) to approve the report as submitted. Motion carries unanimously.
2007 National Shoot Report: Robert Chenault gave a brief report and thanked all persons involved with making the 2007 NCOWS National Shoot at McKee, Kentucky a great success.
2008 NCOWS Convention Report: Rob Brannon, head of the 2008 NCOWS Convention Committee reported that newsletters had been sent out to various vendors, letting them know about the upcoming NCOWS Convention in February of 2008. The dates are February 15,16, and 17 2008 at the Reardon Convention Center, in Kansas City, Kansas. The adjoining hotel is the Hilton Garden Inn, at 520 Minnesota Avenue. Their phone number is 913-342-7900. Be sure and mention NCOWS for the special room rate of $80.00 per night.

Item A: It was moved and seconded (Bursovsky, Hartwig) to require all proposals to host the 2008 NCOWS National Shoot be in the NCOWS office by September 1, 2007. Motion carries unanimously.
It was moved and seconded (Williams, Torrence) to approve Posse Charters for The Covered Bridge Shootists Inc., Scarlett Mask Vigilance Society, and the Lonesome Pine Pistoleros. Motion carries unanimously.
Item B: A proposal to amend By-Law 7-1: Authenticity. Shaded areas below are existing bylaw wording. Proposed changes are underlined (new). 7-1: It is the responsibility of the individual to document the authenticity of all items of apparel, accouterments, and firearms. The remainder of this by-law shall act as a general guide, however, the Territorial Congress, in conjunction with the Authenticity Committee, shall maintain, update and publicize specific lists of both "Approved" and "Not-Approved" items of apparel, accouterments, and firearms. These lists shall be made a part of this by-law and shall take precedence over any other portion of this or any other by-laws with which they may conflict. Questionable items may be granted temporary amnesty by the Judge on an individual member basis (not a blanket proclamation) until said item is listed by the Territorial Congress. 7-1: NCOWS focus is to attempt to provide the participants and those attending an event an atmosphere reminiscent of the years 1865-1899 in U.S. history. A participant is conforming to NCOWS rules as long as the firearms, outfits, accouterments, and accessories closely resemble an antique photograph or literary description found in books, catalogs, advertisements, or newspapers from the period of 1865-1899. Items used should closely resemble items in looks and design and considered manufactured (7-1a) and / or commonly used (7-1b) during the years 1865-1899. When asked to do so, it is the responsibility of the individual to document the authenticity of questionable items of apparel, accouterments, and firearms. The remainder of this by-law shall act as a general guide, however, the Territorial Congress, in conjunction with the Authenticity Committee, shall maintain, update, and publicize specific lists of both “approved” and “not-approved” items of apparel, accouterments and firearms. These lists shall be made a part of this by-law and shall take precedence over any other portion of this or any other by-law with which they may conflict. 7-1a: The term “Manufactured” as used throughout the NCOWS By-Laws is defined as follows: Items that were sold to the public through mail order, general stores, catalog sales, door to door sales, or issued by the military. This definition is expanded to include items that were home-sewn, home-made or altered, blacksmith made or altered, and gunsmith made or altered.
7-1b: The term “Commonly used” as used throughout the NCOWS By-Laws is defined as follows: Any item that was used or could have been used anywhere in the world, that could have been imported, shipped, sold, carried, traded, or possessed by any person that lived in, moved to, visited, or traveled through the United States during the years 1865-1899. (Gull) Motion dies due to lack of a second.
Item C: A motion was made and seconded (Torrence, Tatham) to amend the Approved-Unapproved list by removing the Smith & Wesson revolver made by Navy Arms, Cimarron and others, and replacing with Schofield revolvers made by Uberti, Navy Arms, Armi San Marco, and Smith & Wesson. Motion carries unanimously.
Item D1: A motion was made and seconded (Glenn, Williams) to add to the Approved-Unapproved list: 1: Model 3 Russian by Uberti, Navy Arms Motion carries unanimously. Item is added to Approved list Item D2: A motion was made and seconded (Bursovsky, Ersland) to add to the Approved-Unapproved list: 1: Beretta Laramie by Uberti, Beretta Motion carries 30 to 1 (Irons). Item is added to the Approved list.
Item E: A motion was made and seconded ( Brannon, Glenn) to amend By-Law 10-1 by adding the following. In the Old West women may have posed as men or occasionally done a man’s work, therefore they may have dressed in men’s clothing. If a woman wishes to dress as a man, she must shoot in the appropriate men’s class. After much discussion and a letter composed by the Western Iowa Border Agents was read by Posse Representative Glenn Burley stating that they felt that this amendment if passed could lead NCOWS open to a future lawsuit, the motion was voted upon. Voting –Yes: Brannon, (Bursovsky for Calloway), (Warnick for Gindulis), Tatham.(4) Voting-No: (Thorpe for Alvestad), Best, Boeke, Burley, Bursovsky, (Thorpe for Carpenter) Chenault, Coop, Covert,(Ersland for Ellison), Ersland, (Chenault for Fulcher), Glenn, Hartwig, Irons, (Bursovsky for Lytle), (Chenault for Mullins), (Chenault for Proctor), (Thorpe for Schultz), Scott, Spanton, Thorpe, Warnick, Weber, Williams, (Chenault for Smith) (26) Abstain: Torrence Motion fails.
Item F: A motion to amend By-Law 10-1 under all “shootist classes by inserting after the phrase “may fire handguns using a two-handed grip” but must cock the handgun using the strong hand thumb. (Brannon) Motion was withdrawn.
Item G: A motion was made and seconded (Brannon, Ersland) to amend the Range Rules and Regulations by deleting the item that states “no more than two rounds may be loaded into a shotgun at a time.” Voting –Yes: Boeke, Brannon, (Bursovsky for Calloway), Chenault, Coop, Covert, (Ersland for Ellison), Ersland, (Chenault for Fulcher), (Warnick for Gindulis), Glenn, Hartwig, (Chenault for Mullins), (Chenault for Proctor), Scott, Tatham, Torrence, Warnick, Weber, (Chenault for Smith) (20) Voting-No: (Thorpe for Alvestad), Best, Burley, Bursovsky, (Thorpe for Carpenter), Irons, (Bursovsky for Lytle), (Thorpe for Schultz), Spanton, Thorpe, Williams (11) Motion carries.
Item H: A motion was made and seconded (Glenn, Hartwig) to create a “sub-junior” committee for 10-12 year old members. The committee would study the possible requirements and make recommendations to the Executive Committee to create a new category. Voting-Yes: Boeke, Brannon, Burley, Bursovsky, (Bursovsky for Calloway), (Thorpe for Carpenter), Chenault, Coop, (Ersland for Ellison), Ersland, Fulcher, Glenn, Hartwig, Irons, (Bursovsky for Lytle), (Chenault for Mullins), (Chenault for Proctor), Scott, Spanton, Tatham, Thorpe, Torrence, Warnick, Weber, Williams, (Chenault for Smith) (26) Voting-No: (Thorpe for Alvestad), Best, Covert, (Warnick for Gindulis), (Thorpe for Schultz) (5) Motion carries.
Item I: A motion was made and seconded (Bursovsky, Brannon) to allow the use of all big bore rifles made and used within the time period between 1865-1899, such as Krags, and 1895 Winchesters among others, as a side-match or long range rifle. Such rifles would be shot at paper targets using the velocities and bullets that they were designed for. Posses would have the option of offering this side-match or long range event as they choose. A motion was made and seconded (Glenn, Tatham) to postpone until the next Congress Meeting. Motion carries unanimously.
Item J: A motion was made and seconded (Chenault, Williams) to approve the proposed Long Range and Re-enacment guidelines. Motion carries unanimously. (Click on links to view guidelines)
Item K: Marshal Dave Scott set the time and place of the 30th NCOWS Congress Meeting at February 15, 2008, 7:00 p.m at the Reardon Convention Center in Kansas City, Kansas.
Item L: It was moved and seconded(Bursovsky, Tatham) that the meeting be adjourned. Motion carries unanimously.
